Does Geithner want a united EU government?

Echoing the famous words of former US secretary of state Henry Kissinger, who complained of not knowing who to pick up the phone to when dealing with Europe, US Treasury secretary Tim Geithner has seemingly urged EU leaders to unite.

"I think it is very hard for people who invest in Europe - within Europe and outside Europe - to understand what [the EU's] strategy is when you have so many people talking," the Wall Street Journal reported Geithner as saying on Tuesday.

"The simple rule of crisis management is you want to have a simple, clear, unified declarative strategy."

Could this be a dig at Herman Van Rompuy, who in the new position of European Council president, was supposed to be the go-to man for world leaders?

Or a call for Europe to follow America's lead and establish a United States of Europe?
